Actually - smokers are not a group that governments anger lightly. They are numerous and vote. ditto beer drinkers, ditto football fans.

FWIW the revenue from tobacco is the reason that it has taken this long for action. Maybe they have done their sums and looked at the real cost in the NHS of tobacco. On everyone - let alone smokers.

My feeling is that (say) motor sports like Motocross would be banned if you looked at the equation in that depth. Little tax revenue, and plenty of hospital visits - some quite lengthy.
