All of the shortcut keys listed appear to be common to nearly all Windows programs, and most are not unique to your browser.
In WinXP, at Start|Help, click the Index tab, type "Keyboard" (no quotes), scroll down to "keyboard shortcuts" and click "keys."
Nearly all of the shortcut keys/key combinations you'll find will work in nearly all Windows compliant programs. A few programs may omit some shortcuts, and some programs may override the default settings; but the lists there should be good for almost everything.
Note that in Windows you can create your own shortcut key combinations for virtually any task you might want, and you can change the key combinations for any of the preset/default functions.
In IE7, the first version that has tabs, at Tools|Internet Options, on the General Tab, the "Settings" button gives you some choices about whether new pages open in the existing window, in a new tab, in a new window, and whether a new tab is "immediately current" when it's created. Similar choices can be preset in earlier viersions, within the limitations of the individual version.
A few quick-keys, particularly those found under "Accessability" in Windows Help (sticky-keys, etc.), may disable other quick-keys and/or may add a few new defaults, so some "exploring" may be needed if you use some of these functions.
Word is something of a "master program" in Office, and any shortcuts or other "preferences" set there normally will be applied in all other Office programs. Changes made in other programs, such as Excel, etc., may affect only the program where they're created. Of course, any program (like the odd browser) that can't perform a function using standard Windows methods will not be able to respond to a Windows/Word setting.
