Its worse, the line manager started one of these "no longer capable" things a couple of years ago, Line Manager then took a six month sabbatical and during that six months another line manager covering her office, in boss's absence, killed it because he found that she was indeed working efficiently. When this person returned from the six month break she was surprised to see her still there and started the process all over again!
