For UK hosting, I'm currently with Streamline.net. If you only want to host a site and receive email, it's fine. £18.99 a year (£10 off if you sign up for 2 years) for their "basic" service, including domain registration, which is the cheapest I could find after a ton of searching. No bandwidth limit either.

I've not had my site running long, but no problems so far. The only problem I've had was that they got my FTP password wrong initially, but I raised a ticket and they fixed it the same day.
