Definitely. When I was playing hammered dulcimer regularly, I would have to intentionally slow tunes down to keep from playing them too fast. And sometimes it's not the instrument, but the technique that's the main factor. I play guitar in both flatpicking and fingerpicking styles, but I can fingerpick much faster. There are some tunes that I intentionally only play with a flatpick as a means of "putting the brakes on". It's too easy to get carried away with the fingerpicks.
