Just a few years ago our province finally made it law that the care facilities could not insist on a senior selling their house to pay the bill. There are provincial homecare options which aren't too bad, financially, but they are still in short supply, with workers stretched to cover large numbers of clients, and if the senior is living in a home with relatives, very little respite care is provided.
If the senior in question is in an American state with little subsidized care, the relatives may not want to risk losing any inheritance to paying for a nursing home or home care.
