Dulcimer -- when I was that age, it was The Sandman that terrified me. As far as I was concerned, he was nothing but a bully who threw sand in your eyes, and practiced mind control by making you sleepy, when you really wanted to stay awake.

As far as folklore character, I think the sandman is on the same tier as the tooth fairy -- definitely below the Easter Bunny and Santa...
