Actually I came across a question on Yahoo Answers, to which one of the replies basically said that the reason for the mercenaries is that "their money comes out of the Diplomatic Budget, not the Military Budget", and that this way the costs are sneaked past Congress Review.

Also this waffles the US public, who cannot do simple maths! :-)

Makes sense to me!
