It's got to be a ruse.

On the very remote chance they're actually serious, it's a gig anyone in their right mind with any self respect, should blow out.

Venues that don't have any respect for a musician's talents, deserve exactly the caliber of entertainment they get...and any performers gullible and naive enough to perform under such conditions deserve the treatment they get from the venue.
