That's standard water at standard temp. Janie isn't in Australia, as far as I know...
The dyne is the amount of force needed to move 1 gram of an object 1 centimeter per second squared. The standard temp used is 20º C., and the dynes represent the force needed to break a film of one cm. in length. The surface tension of water decreases with temperature.
It is also true up where you live. You may be more familiar with a surface tension of 22.3, which is the value for ethyl alcohol.
