And again, it is a shame there is not more effort made into parsing a situation in order to distinguish between organized terrorism, criminality, and random crazies or fish very much out of water. There is a whole field in law enforcement given over to negotiators. Maybe some of their training needs to be expanded into non-hostage situations where you have individuals under distress.
