My friend has a very large German Shepherd guide dog who has been trained to be very tolerant of small children, they can just as easily be trained to be guard dogs as seems possible in this case.

The combination of a strange dog and very young children is not a good one!
I think the owners were remiss in leaving the children alone without adequate guidance, but it is a terrible hard lesson to learn.
