The full committee vote not until February.
Iowa not penalized because caucus vote 'non-binding.'
SC will sue if votes denied.
FL expects a 'gentlemanly agreement' to allow votes.

Democratic Party penalties proposed for FL, MI.
It's a long road to the convention, constitutionally it is unlikely that penalties will hold.
