I agree -- I have frequently asserted that the biggest increase in government sanity for the lest invested effort would be a simple "clear and unambiguous domain of relevance" requirement for any part of a given bill, that it must be germane to the topic and purpose of the whole, only, and no extraneous topics or purposes may be included. It would blow the pork business into a cocked hat, forcing it to restructure itself somehow, which of course it somehow would.
