Forgot to address this bit...

If they DID manage to cut off funding, the missing funds would not have 'simply' caused everyone to hop on a plane home...it would have compromised the safety of the troops during attempted withdrawal. Many experts have said so....you don't change it by just stating the opposite.

All you have to do is say 'bring them home with the money you've got now'. It got the troops home from Vietnam. The proof is in the pudding. They didn't just get left stranded over there. I expect the 'experts' to whom you refer are just making excuses because they don't want to bring the troops home. It was done before. It can be done again.
