Best not take such iconography at face value; it's a fine piece of work but very much a conceptual notion of a piper and his pipes than of an actual person and his instrument. That said, double chanters did exist in these islands, and many examples have been revived with great success; but the most famous example traditionally is the Italian zampogna, with both chanters in a common stock.
