The 1st program I noted is tiny and dead simple...\

If you type a bunch of stuff in UPPERCASE, you simply cut it to the clipboard (of course, the CapsDown program must be running) and re-paste it in lower case. Then you change any needed characters to uppercase. (Usually only the 1st letter on the sentence)

I know that I used to have a program that monitored what you typed and allowed toggling of the capslock key (to be on or off). I seldom used it, as I am not a touch typist and seldom type more than 2-3 wrong letters before I notice.

On my old PC, the capslock key had a lowered area next to the A, so that you had to be WAY off to hit it accidently....this fancy keyboard I have now has a teeny little indentation that is almost useless.
