I would rather stop SOME than NONE, as you seem to wish to do. The fact is, the US was willing to share the ABM systems, ao that ALL nations would be protected. THAT is hwta the Russians object to- that THEY will not be able to threaten others with their WMD. I can't stop all car accidents, but I have insurance anyway.
