I use the term "rogue state" to indicate a nation in violation of it's treaty obligations. N. Korea, Iran, and Syria are presently such.
Two points. It doesn't matter how you use the term. What matters is how the US government uses the term. Secondly, we are a nation in violation of our treaty obligations.

Not my desire. The desire expressed by many in the US government as well as the think tanks that drive the foreign policy of the US government. And also the desire of the US government as can easily be deduced by their unwillingness to accept Iran's offer of unconditional negotiations.
