It seems to me that the only way to make anything resembling fairness out of this mess is to just let each Florida or Michigan delegate vote however he or she pleases. Forget primaries were even held. The number of delegates is large and diverse enough that the result of such a vote would probably come within a few percentage points of what the allocation would be if the primaries were done over anyway.
