As I understand it, the campaigns get to pick the delegates. Here in North Carolina, Obama's people will pick their delegates and Hillary's will pick theirs.

Obviously, if that is done in Florida it would be like putting Katherine Harris in charge of deciding whether votes for Gore should be counted.
