It's been going on since 1939 at least. You will find peaks under Reagan and Bush, but you define the problem far too narrowly. Bush's and Reagan's build will be stopped by the same things, term limits. Clinton and Bush 41 were no worse than any other post WWII presidents.

Cleaning it up is a big job and keeping in mind that the person who invented the term wanted to call it the Military Industrial Congressional Complex, fixing it is a problem way to big for any president or vice president whether or not he is a general.

On the other hand, a former General might have the connections and credibility to make cuts that a civilian would not.
