There's no practical restriction on wandering round Havana - except those imposed by tour operators. We cycled in Cuba a few years ago, and spent 2 days in Havana, enjoying the music which comes from every open window and doorway. The same applied in Santiago.

A tres sounds a good idea - it's a very distinctive sound.
