My son is 20 and doesn't own a car. He doesn't drive and won't be getting a driver's license any time soon. He can't afford a passport, paying for college and rent and food is as much as he can handle.
My neighbor stopped driving over 20 years ago. She lives on a small fixed income. She can't afford a passport.
I know of disabled people who may be able to get a ride to the polls, but again don't have a driver's license.
It is not easy for a poor person without transportation access, an elderly person or a disabled person to get through the hoops of passport pictures, etc., as well as paying all the costs.
The idea that it is "easy" for everyone to get a photo ID is just BS.
