For the same reason Montana is protesting the "real ID" card - it is the huge cost that the state cannot afford to pay to set up photo facilities at all necessary locations and the costs of printing and processing cards.
It's not so simple as taking a picture, folks! It all costs money!
AND there is no proof of voter fraud related to not having photo ID's.
