(As I understand the history, the "for profit" qualification was dropped in the 1978 revision of the copyright law.)
Narrowing the public performance right has advantages and disadvantages. I wouldn't want to broaden it, but regardless of whether we narrow it or not, I think we need a thorough reforem of the music licensing system and (I never tire of stressing this) a shorter copyright term.
