By the way, pdq, that quote you posted is saying that the UN "Decides to remain seized of the matter and to take such further steps as may be required", not "the UN decides to remain seized of the matter and the US is authorized to take such further steps as may be required". With that language, the UN is saying what it will do. It does not authorize any individual States to do anything at all.
