The President of the United States of America, charged as he is with being responsible for looking after the security, safety and interests of the United States of America does not need a "green light" from anyone at the UN to act in order discharge his responsibilities. He does however require the approval of Congress - Which by the way he got Bobert, unless that bit had skipped your notice, hence all that hogwash about "illegal" wars is exactly that hogwash.
