It is "well known" that an elephant will refuse to step on anything that won't bear its weight. Your ramp is likely unsafe (you probably built it your self?), and you have mistaken miniature ELEPHANTS for miniature dachshunds.

(It's a common problem, much like when people mistake any "candidate for public office" for a "representative for the people.")

It's probably that you were mislead by the "sound bites" they produced in their campaign to be taken in and supported by you. (There's that similarity again.)
