I just read UN Resolution 660 and 687, and I've read 1441. There is nothing in any of those resolutions that authorizes the US to anything whatever to Iraq. There is, however, language in 687 and 1441 that instructs the US to honor its commitment to the sovereignty, territorial integrity and political independence of Iraq. In other words, those resolutions say exactly the opposite of what you are saying they say.
