I'd apply Heisenberg's principle of uncertainty to the situation thus.

An observed performance may be perceived to be Folk, but you can never determine whether it is entertainment. (Someone will always say it isn't and never should be.)

An observed performance may be perceived to be entertaining, but you can not determine whether it is folk. (Someone will always say it isn't and never should be.)
