1st thing to try is update the drivers to the latest version from the supplier website.
Second - and it could be the cause I'm afraid - is that the TV receiver card is on the blink. Do you know anyone who has a USB one that you can test it with or are you willing to splash out £18 on one that you can carry around with you? See here for an example.
