I heard a CBC radio report yesterday morning(Saturday 31 May) pretty much saying the same thing as in the newspaper article to which I linked. This is apparently an international trade agreement that may go forward without governmental oversight, but as to where it derives its legal authority, or, for that matter, how it can be enforced is a source of great curiousity to me.
