It would have been around 1949 or 50. Maybe earlier. I was just a kid.
I remember the song vividly as being sung either by him or others during
that time. There was a loose informal group called the "Sierra Folk Singers"
that met at his house as an outgrowth of his "hootenannies" with Edna Moore.
I didn't know that he might have composed "Viva La Quince" but it wouldn't
surprise me as he was quite musical in his interests.

I remember that Jerry Atinsky wrote and sang some songs at these meetings.
Rich Dehr and Frank Miller, there, were a singing duo (they later became the Easy Riders
with Terry Gilkyson (who wrote Cry of the Wild Goose).

Let me know if you find anything more about him. It was my first exposure to live folk music.
