What that describes is illegal dumping of local garbage. Sounds more like the average vacant lot in New York, New Jersey, or perhaps Los Angeles County.
Putting fresh dirt back over land that has been mined for coal is not as pretty as most of us would like, but the mining is necessary. Please do not exagerate, it does not strengthen your case.
