Water seems to be a major bottleneck in the exploitation of Oil Shale. The biggest deposits seem to be in the areas most affected by drought. As valuable as the energy might be, I don't see the possibility of billions of gallons of water being diverted from cities like Denver, Canberra or Los Angeles for its extraction.
