Indian lands are not subject to provincial rules. They are a federal responsibility, and certain rights have been given to them.
If the nation wishes to rent advertizing space, that is up to them.
Similarly, there is little the cities or provinces can do about casinos and other developments on their land, if they are built under the nation's (reservation's) authority.
