I've read all of the resolutions pertaining to the Middle East from 2004 and 2006. Nowhere does any of them say that the government of Lebanon was obligated to have succeeded in its efforts to disarm Hezbollah by this time. They only say that they call for the disarmament of the militias, and that they support the efforts of the government of Lebanon in this regard.

I did find a resolution from 2004 that Israel is still violating. That one required Israel to end the home demolitions, which it has not done.
