Ending house demolitions only requires that one not do it any more. So the resolution as it is worded does indeed obligate Israel to have ended them not only by this time, but immediately after the resolution was issued.

Disarming people requires action, not cessation of action, and it is possible for people to make their best effort and still not succeed. So compliance with the resolutions, for the government of Lebanon, is only a matter of whether or not they have made their best effort. I have not seen any resolutions from either 2004 or 2006 indicating that the government of Lebanon has not made their best effort.
