High organic matter content gives a bad taste to water, which is intensified by the chlorine. Cadiz, Spain, used to be famous for its foul-tasting water, but the same problem affects water in many low-lying areas where decayed organic matter is abundant in surface waters.

The newer treatment plants pretty well take care of the taste problem.
