Not quite true that all water has been around from the beginning. A lot of radioactive decay involves emission of neutrons, and those that aren't absorbed by another nucleus decay (half- life about a quarter of an hour) into a proton and an electron- in other words, hydrogen. And the earth has almost certainly acquired water from comet strikes, perhaps as recently as 1908 at Tunguska.
