It is not necessary to use the word "commend" in order to commend someone. One can commend someone simply by speaking with approval (formally or officially) of that person or those persons...

Commend:

Since the charge that I was responding to with the post in question was that the government of Lebanon made no effort at all to comply with the resolutions, these parts of some of the resolutions prove that the charge to be false...

It's true that the UN also has encouraged the government of Lebanon to continue its efforts, but that doesn't mean that the UN has determined that the government of Lebanon is not complying. There is no language in any of the resolutions saying the government of Lebanon is in defiance of the UN resolutions.
