Actually, that was to be a national ban. Well, not exactly. Top loaders are permitted if they meet water usage parameters. To achieve that, most manufacturers shortened fill cycles. To meet energy standards many eliminated or shortened wash/rinse cycles (which were not standardized anyway).

Front load machines are quite effective now, save beaucoup energy and water, and are much easier on the clothes. They usually pay for the extra cost in a couple of years, unless you go really fancy-schmancy.
