This may be utter rubbish, and therefore worth exactly what you're paying me for it, but did I gather that there's no water in the toilet tank, and you're looking for the water from your source to come in and fill it?
If that's the case, try filling the tank from a bucket or something; then, with water presumably available, flush the toilet. Would that put a little "pull" on the water supply, to help the flow?
