It looks pretty spooky to me. Have you considered contacting the police? Miscellaneous human body parts may be of some interest to them.

Maybe there was a pirate workshop where they were singing "You Can't be a Pirate (with all of your parts)" and the arm was a leftover or maybe just cold cuts.
