The entire state of California was held up at gunpoint by a Republican-led privatization of public utilities. The problem was partly, of course, that (a) the privatization of generating sources left the utilities bound to buy from profiteers and (b) the enforcement agencies did nothing to prevent the ripoffs until the Enron scandal materialized.
