This is out there in several places on the web. The ones I checked (not all, by any means) link to the blog of someone who describes himself as "the Right Honorable The Earl of Stirling, hereditary Governor & Lord Lieutenant of Canada, Lord High Admiral of Nova Scotia" (etc.). Sounds official to me.
