I have spent a lot of time in the Scranton Wilkes Barre area were Biden is from. This area was economicly ravaged even before Flint Michigan was devestated. $30,000 a year is a typical good income for Scranton which lost its Coal mines and then joined the rust belt when Steel Plants closed.
