Bakken and other oil shales- not only would take time to develop but product price must be high.
Lease holders eyes lit up when the crude price was $140, but have dimmed considerably now that the price is below $100/bbl.

Oil sands, much easier to mine, currently have a floor of about $80/bbl for new expansions.
