We really don't know if there is any will on the side of the people we are calling "terrorists" to negotiate with us, because with one exception, we've never tried. It's entirely possible that they would negotiate with us if we made the offer. And we never will know until we do try.

The one time any negotiations have been tried is when we negotiated with the Sunnis who were conducting an insurgency in Iraq and we bribed them to stop killing people and committing acts of violence. And guess what? They DID.
